Who We Are
The Office of the Legislative Counsel provides legal and publication services to the Legislative Assembly. Working under the direction of the Legislative Counsel, legal, editorial and administrative staff members are responsible for drafting measures for legislators, legislative committees and state agencies, providing research and legal services to the Legislative Assembly and its committees and reviewing administrative rules of state agencies. The Legislative Counsel also directs staff in editing, indexing, annotating and publishing Oregon Revised Statutes, Oregon Laws, Criminal Code of Oregon and other specialty publications.
Editorial staff in Publication Services provide research, editorial, technical and publication expertise and services to assist the Office of the Legislative Counsel and the Legislative Assembly.
The Office of the Legislative Counsel invites you to put your excellent analytical and written and oral communication skills to work as part of our nonpartisan, professional editorial team. We support legislative sessions through the development of legislative measures, from draft bill through enrolling, and create reference materials that enable members of the Legislative Assembly, other nonpartisan offices, staff, state agencies, lobbyists, the media and the public to analyze and track legislation as it moves through the legislative process.
General Description
The Office of the Legislative Counsel is expanding their talented editorial team and recruiting for six (6) Editor Analysts 1 to join them.
In this role, you will learn concepts of statutory construction and legislative drafting, principles of legal writing and the nuts and bolts of legislative form and style. You will combine these with your know-how to read documents for logic and flow, to conduct research and to correct errors in grammar, syntax, punctuation and formatting. Our work is teamwork, and you will collaborate with other Editor Analysts and with drafting attorneys to ensure each document is ready for delivery to the legislator or agency that requested it.

You communicate effectively, enjoy collaborating with others and can work with peers who apply a broad range of skills and approaches in problem-solving.
What You Will Do
Edit draft legislation, amendments and legal opinions
Analyze draft legislation and amendments for intent and policy issues
Produce and perform technical checks on printed legislative measures and amendments
Conduct research using legal research databases
Organize, analyze and categorize new and revised laws
Compile specialty and custom legal publications
Collaborate with editorial, publication specialist and legal staff to complete projects
This is a hybrid (remote and in-office) position
Work Environment
Over the next two years, the Capitol will undergo extensive renovation and construction projects that may limit accessibility for employees. This will require legislative employees to work both from home and within the building as the construction project dictates. While working from home, personal, stable and high-speed internet access will be required to perform the functions of this position. There may be occasions when employees scheduled to be working from home will be required to report to the Capitol. Every effort will be made to provide reasonable notice; however, employees may be required to report to the building under short notice. The Capitol is located at 900 Court Street NE, Salem, Oregon, 97301.

Bachelor’s degree and at least one year of related experience.

The salary in this job posting reflects the base salary without contributions to the Public Employees Retirement System (PERS). Employees eligible for PERS will have their salary increased by roughly 6.95%, and 6% will automatically be subject to a mandatory employee contribution to PERS.
