Position Summary

The Vice President of Public Policy serves as the principal staff for state government affairs and chief lobbyist in Florida, representing the Alzheimer’s Association before Florida’s legislature, governor, relevant state agencies, community stakeholders and coalitions, and on statewide task forces and work groups. The position is responsible for implementing the Alzheimer’s Association’s coordinated state policy priorities, including issues related to Medicaid, long-term care, training standards, aging and workforce, and serves as a registered lobbyist with the state. The Vice President also oversees grassroots engagement and volunteer recruitment in support of the association’s state and federal public policy priorities, advancing the association’s federal policy agenda in Florida. The Vice President manages the state's policy staff and reports to the Regional Leader for Florida and represents the Alzheimer’s Association's Florida chapters.

Principal Responsibilities

Plan and execute a multiyear state legislative and regulatory agenda with a focus on implementation of the association's state policy priorities, in collaboration with the National Public Policy Office in Washington, D.C.

Testify regularly before state legislative committees.

Manage and train volunteer advocates and other association staff to provide testimony on behalf of the association as needed.

Develop and execute a robust gubernatorial and state agency engagement strategy and grow relationships with state legislators and community stakeholders and ensure the association is represented on relevant statewide task forces, work groups, committees and coalitions.

Oversee and collaborate with the Director of Government Affairs to draft bills and regulatory language and secure bill sponsors.

Implement the nationwide priority objectives, such as the National State Policy Priorities and the National Strategic Implementation Plan, and strategic planning goals for federal and state policy.

Strategic implementation of grassroots advocates and advocacy efforts. Identify opportunities for grassroots engagement on state issues and direct the execution of state-level advocacy activities, and on state issues in coordination with the state government affairs staff.

Oversee the planning and execution of the association’s annual State Advocacy Day event at the state Capitol.

Oversee the recruitment, engagement and strategic mobilization of volunteer advocates in every congressional district on federal priority issues in coordination with the association's National Public Policy Office.

Ensure all appropriate staff are up to date on training and reporting in AIM compliance.

Oversee the planning and execution of town halls and other community events with members of the state’s congressional delegation.

Initiate, support, amend and/or defend public policies (legislative, regulatory or budget action) that support individuals and families affected by Alzheimer’s or other dementias. Recommend official association positions on proposed bills, budget language and regulatory changes in collaboration with the National Public Policy office in Washington, D.C.

Supervise three staff, Director of Government Affairs, Sr. Public Policy Manager and Public Policy Manager, and potentially manage a contract lobbyist.

Oversee state legislative tracking utilizing the association’s approved tracking system and monitor committee meetings and legislative action.

Manage the budget in support of state and federal grassroots advocacy campaigns and government affairs activities within the state.

Ensure that all state and federal policy engagements are reported and appropriate staff are fully implementing the federal advocacy campaigns and strategies.

Provide regular updates to association leadership staff in the state, the chapter board, volunteer advocates and National Public Policy staff.

Collaborate with association staff across the chapters, regularly including communications, programs, health systems, chapter executives and regional leader, to advance mission priorities and provide policy expertise.

Ensure compliance with the association’s approved state lobbying compliance vendor and internal tracking system by all association staff in the state who may be required to register as lobbyists.

Qualifications

Education

Bachelor’s degree required.

10-15 years experience working in a state government affairs setting; as a state legislative staffer; policy staff in the governor’s office or relevant agency, preferably in Florida

Knowledge, Skills and Abilities

Has current contacts within the state Legislature and executive branch, and with potential partners and collaborators in Florida.

Understands, and has experience with, the legislative, regulatory and budget process in Florida.

Experience working on issues pertaining to Medicaid, senior, aging, health and long-term care issues.

Political or issue advocacy campaign experience desired.

Experience in volunteer recruitment, volunteer management and/or working with volunteers is a plus.

Demonstrates the ability to anticipate, identify, organize and analyze public policy opportunities.

Possess excellent written and oral communications skills.

Detail-oriented, adaptable, organized and able to successfully manage multiple projects and tasks.

Proven self-starter with excellent judgment and careful attention to detail.

Strong negotiation skills.

Ability to work effectively with diverse populations with a high level of integrity, diplomacy and initiative.

Ability/willingness to travel across the state, including some evenings and weekends (up to 15%).

Attend the association's annual Advocacy Forum in Washington, D.C.
