Manages the policies, advocacy initiatives and collaborations with state-level officials and their staff. Key liaison for the development and management of strategiesto inform and influence public policy at the state levels on issues and in areas of interest to UNCH and UNC School of Medicine, and to advise on legislative matters that may affect these entities. Monitors legislation and public policyissues, and advises UNCH and UNC SOM administrators of their potential impact. Identifies and facilities successful opportunities for use of state funds and policies to support UNCH and UNC SOM activities. Mediates and/or advocates for UNCH and UNC SOM interests and builds relations with other organizations and entities whose interests are similar or whose functions affect UNCHS and UNC SOM. Collaborates with other state-focused University government affairs officers across the full System.Description of Job Responsibilities:1. In collaboration with the Chief External Affairs Officer and Vice President of Government Affairs, the Executive Director of State Government Affairs serves as the UNC Health liaison to the North Carolina General Assembly. Oversees advocacy efforts with the North Carolina General Assembly on issues of importance to UNCH and UNC SOM and confer with officials of state government concerning the interests of and the function UNCH and UNCSOM. Analyzes and reports on impact of proposed legislation; suggest modifications to pending policies as appropriate.2. Provides oversight on advocacy efforts at the General Assembly, Executive Branch and additional administrative departments where policy-makers are housed. Advocates for and educates on the importance of UNCH and UNC SOM, and confers with state officials concerning the interests of UNCH and UNC SOM and the functional impact of proposed legislation.3. Works in collaboration with the External Affairs Committee, key leaders at UNCH and UNC SOM, and other University System colleagues in the development of annual strategy, policy and budgetary agendas to be presentedat the State levels of government.4. Develops and implements a communication program to keep the UNCHS and UNC SOM administration informed on governmental issues affecting UNCH and UNC SOM at all levels of state government.5. Works closely with affiliate hospitals and their teams, providing regular updates from the General Assembly and assistance on key state-based policy issues as needed.6. Assists in drafting position papers and legislation that accurately reflect the interests of UNCH and UNC SOM.7. Identifies avenues for faculty to share areas of their clinical, teaching and research expertise to policy makers at the General Assembly and key Departments of State government. This includes drafting talking points, assisting in preparation for testimonies, key meetings and any offered remarks at events as well as accompanying faculty when appropriate during advocacy efforts at the General Assembly.8. When possible, attends and reports on key Committee meetings at the General Assembly.9. Establishes and maintains relationships with the members of the North Carolina General Assembly, the Governor, the Council of State, and other senior officials, whose policies and recommendations may relate to UNCH and UNC SOM, the University of North Carolina Chapel Hill and the University System.10. Helps maintain formal, collaborative relations between the UNCH and UNC Chapel Hill Office of Government Relations and the University of North Carolina System Office of Government Relations and Community Affairs to ensure coordinated approaches on government relations at all levels. Assist in scheduling and hosting campus visits from legislators their staffs to highlight the statewide role UNCH and UNC SOM are playing in health care and medicaleducation.11. Develops and helps implement grass-root strategies for influencing the passing of various policy initiatives at the State levels of government.12. Represents UNCH and UNC SOM to appropriate North Carolina organizations or coalitions including the North Carolina Healthcare Association, the Medical Society, and other state-based industry and professional associations to establish and maintain contacts to aid and foster government relations activities.13. Researches, monitors, analyzes, and evaluate legislation and regulation issues that may have an impact on UNCH and UNC SOM to determine needs for action and recommend action to be taken.14. Performs other related duties incidental to the work described herein as assigned by the Chief External Affairs Officer and the Vice President of Government Affairs.15. The position reports to the Chief External Affairs Officer of UNCH to assure coordination of state-based government relations across UNCH and the University as appropriate and serves as a policy advisor to these entitieson state governmental issues.','!*!Education Requirements:Requires Bachelor’s degree.
